You can pay be phone by calling 1-877-885-7968. You will need your account number from your bill. We will NOT accept payments over the phone in our office.

You can pay by mail by enclosing the bottom portion of your bill with a check or money order in the envelope provided.
You can pay in person at our office located at 112 N Main St, Rutherfordton (across from CVS & Town Hall) during our normal business hours of 8:00 AM - 5:00 PM, Monday through Friday, except holidays. We accept cash, check, MasterCard, Visa and Discover.
Our Night Depository is available 24 hours located next to our office entrance at 112 N Main St, Rutherfordton NC, as well as at 138 Duke St, Spindale and at the Spindale Town Hall entrance. Check or money orders only. Payments placed in the drop box after 5:00pm will post the following business day.
Your account is due upon receipt of bill. A late fee of $6.00 or 9% (whichever is greater) will be added to your account if payment is not received before 5:00 pm on the date indicated. Town of Rutherfordton sewer customers are subject to an additional $10.00 sewer late fee.
A PREVIOUS BALANCE indicates the bill is DELINQUENT and service is subject to be discontinued. The bill is the only notification that a customer will receive. NO SECOND NOTICE WILL BE SENT.
A non-payment fee of $40 will be added if “previous balance” is not received by 5:00 PM on the date indicated. This fee includes reconnection during normal business hours.
A $50.00 fee will be charged for weekends, holidays, and after office hours stated above. A $75.00 - $100.00 deposit may also be required if service is discontinued.
A $50 fee will be added when a customer tampers with BRWA equipment to illegally turn water on. Only BRWA personnel are authorized to restore water service.
Failure to receive bill in the mail does not excuse responsibility for timely payment or prevent service disconnection. BRWA is not responsible for the failure of the U.S. Postal Service to deliver bills

To obtain water service from BRWA, you can fill out our online utility services agreement attached below and a member of our customer service team will call you with additional information and to collect payment. You can email lease agreements to firstname.lastname@example.org.
The connection fee for new system customers is $50.
For customers with good payment history, to establish an additional account, or transfer an account, the fee is $25.
All new system customers owning the respective property for 3/4" and 1" metered service must pay a $75 deposit.
All renters (with lease provided) must pay a $100 deposit.
Customers who will receive sewer and sanitation service from the Town of Spindale will need to pay a $50 sewer/sanitation deposit and $10 trash can fee.
All deposits will either be applied as a credit to accounts after 18 months if no late payments have been made, or applied to the final bill when the account is closed.

Rates and Fees
Important Information Regarding Your Rates
The Broad River Water Authority (BRWA) rate structure for residential customers is $28.20 base rate per month, and includes the first 1,000 gallons of water used. Each additional 1,000 gallons of water is $5.30 per 1,000 gallons used. Typically, a household of four may use between 5,000 to 7,000 gallons per month (average of 2,000 gallons per person per month) which means your bill may range from $48.92 to $60.00 a month for water.
If you reside in or near the town of Rutherfordton, Spindale, or the Cliffside area your bill may also include charges for sewer and sanitation services. BRWA acts only as the billing/collection agency for Rutherfordton, Spindale, and Cliffside; and sewer and sanitation rates, deposits, and connection fees are set solely by those entities. Currently monthly residential sewer and sanitation rates (effective July 1, 2019) are:
Rutherfordton (Inside City Limits): Sewer base rate of $13.52 plus $5.24 per 1,000 gallons; 1 can weekly free, each additional $8.10
Rutherfordton (Outside City Limits): Sewer base rate of $40.55 plus $15.73 per 1,000 gallons
Spindale (Inside City Limits): Usage over 1,000 gal/month $7.90 per 1,000 gallons; 1 can weekly $11.83, each additional $5.92
Spindale (Outside City Limits): Usage over 1,000 gal/month $15.80 per 1,000 gallons; 1 can weekly $23.18, each additional $11.60
Cliffside: Sewer base rate of $27.70 plus $5.47 per 1,000 gallons

Reconnection due to non-payment: A non-payment fee of $40 will be automatically charged if past due balance is not paid by 5:00 pm on the date indicated on the bill. Non-payment fee covers reconnection during normal business hours. An additional $75 fee will be charged on weekends, holidays and after normal business hours. A $75 - $100 deposit may also be required in addition to the $40 non-payment fee to re-establish service.
The Broad River Water Authority’s Treatment Plant located at 1661 Baber Road is certified to perform Total and Fecal Coliform tests for fecal bacteria. For community water systems, the fee is $50. For private wells the fee is $40. The fee for multiple samples is $25.
Sample bottles are available at the office (112 N Main St, Rutherfordton) or at the Treatment Plant. Samples should be dropped off between 8:00 am – 5:00 pm Monday – Friday.
